On topic: Chaos. He's the only one who's posed a significant threat to any level of population that was in need of defense, and the only one to accomplish this more than once. Not that much could be said of Robotnik.

I like Mephiles and Dr. Robotnik best. Mephiles is just down right awesome, in my honest opinion, and Dr. Robotnik is like the Epic Fail Guy of the Sonic series.

Robotnik was awesome in satam! So from the past surely him. However in the modern world not really much. Maybe because he became lame, maybe because I just got tired of him
