My friend and I were playing together and he was Tails. I didn't have much of a choice. I didn't want him yelling at me about being excluded. And it would've been rude to exclude him anyways.
When playing Sonic and Tails by myself, yeah, I just go ahead and ignore Tails and keep moving.
