Not really. All he asks is you be honest, good, and kind, and in return gives you gifts. He has to spy on you, what with the fact hardly anyone will be honest if it means free gifts. And cookies is but a mild repayment. He hardly ever eats all the cookies offered, and he certainly isn't going to leave gifts outside.
