Actually, when you put it that way, Metal is even less original than Shadow. Shadow, however, they seem to be much more proud of than they should be. His design has even less to differentiate himself from Sonic than the one who was built to look like him; while still clearly based on Sonic, they at least used a little creativity when they remade his features into mechanical versions for Metal Sonic. With Shadow, they did little more than change his fur color, shoes, and make him frown.
Yet they still wanted to give him an "epic" and "original" backstory, which at this point, is more convoluted than most comicbook characters', whining in a somber voice to himself and constantly retelling his past is not deep and taking his emotions out via indiscriminate shooting rampage is not character developement.

My Opinion:
Metal Sonic = Meant to be a robotic copy to rival Sonic. A good rival, if an unoriginal attempt, nonetheless.
Shadow The Hedgehog = Meant to be Sonic's opposite in every way except physical characteristics. Meant to be a rival as physical bio mechanical manifestation, rather than an all mechanical one.

Well, sure, I'll agree that most of Shadow's doings were nonsensical in Shadow (although most of those aren't canon anyway). Shadow doesn't whine, although I agree he said Maria way too many times.
