They kept Rouge's cleavage throughout all of season 1 and 2 then started to remove it in Season 3 for some reason. Did it take them that long to notice they had missed something to edit that might've actually been worth editing?

I'm not too surprised, 4kids want the show to be family oriented. If they let the show be raw (except for censoring the f and s word) then parents might be pissed off for seeing a video game character all teenage oriented. As for rouges clevage...maybe they got emails about it for being sexist.

I don't see a problem with this. That age group is where sonic sells the most in America so that is where they promoted, they aren't trying to dumb down a show for no reason
