I'd have to go with Rainbow Six Vegas 2 for online. It just doesn't get boring.
For offline, I'd choose Max Pain and Half Life 2.
I like Halo, and it's one of the first good console shooters I can remember playing, but I don't think I can put it at the top. Close, but beaten by some shooters.

it's very hard for me to say, and all of my real favorite choices come from the year range of 1993 and 2000 only on PC. FPSes made after that haven't been holding my attention for very long.
On consoles though, i can easily name Timesplitters 2 as my favorite console FPS ever. The ever including everything out on consoles in the 90s and today.
