That is quite confusing. What I would do is...I don't know what I would do. No matter what you do, either they're both punished or both acquitted. I say if one twin controls half the pair, then he/she should make an attempt to anchor themselves to stop the other from doing anything.

If they make no attempt to stop his brother, that makes him an accessory to murder. If he does attempt to or is incapable of stopping him, I'm not sure.

If one commits a crime. And a twin has nothing to do with it. Then no. I mean, you may want to question them to see which is the one whodunit, but still no.
