Tikal was sealed in the emerald for 4000 years and is constantly turning into a floating ball of spiritual energy (speculated) throughout Sonic Adventure. She may or may not be gone, but she definitely isn't alive in the same sense as the other characters.

A spirit in the form of a ball shouldn't be that unheard of. Besides. Uhu (the wind spirit from Secret Rings) is a ball, and it's very clear he's a spirit.
It's a cartoon series. That's my point. They couldn't pull off scary ghosts, so they used balls of light. It's not unheard of in cartoons.

As long as the spirit of the hedgehog remains intact (i.e. it can walk, talk, reason, argue, love etc.) it does not matter what form the spirit takes, be it a ball, a ghost, or anything else.
