He wasn't even playable in Halo 3 though (Unless you were player 2).

Well, it's time to upgrade him then. Hopefully in the next Halo game (and in SSB) he will appear as a playable character.

Considering Halo 3's ending I wouldn't be surprised if he'll be the main character.
