Yeah I was about to say something about it. I believe its the way he was given the energy. Since it was radiated on his egg when he was a kid he probably couldn't control it, which is why he went green and berserk in the first place

Well, Knux did deplete the Chaos Emeralds energy using the Master emerald in SA2. I guess that would be some form of Chaos Control.

Maybe, maybe not. You may have to be a desendent of a guardian to do it. But if not, he'd still need to know the chant and say it in order to use the ME's power.
