You have a cute style. He doesn't look like he is looking up, though. For him to be looking up his spikes have to be lower and the muzzle need to be tilted more at an angle.

Do you scan your pics or do you take a picture of them?

So, the picture. If you were trying to make him running or showing motion, you shouldn't have blurred it like that. It shows that the focus is on the middle, on his face, so you can't concentrate on his body. I don't believe it shows motion since you can only focus on part that isn't moving. I guess to make it look like he's in motion you would add a background and blur the background instead, but not enough to the point where it looks like it's going to give you a headache.

What I really like though, I like the position of the head. I'm not to keen on that left leg, but it's ok. Your CG is also pretty nice. I wish the lines weren't as pixely but that's most likely the fault of the program you're using. Other than that it's really nice. I think your shading and highlights is generally consistent.

Well some people use photoshop and the line tool for Photoshop is much more smoother. Are you using programs like GIMP, MS Paint, or PAINT.NET? Because my friend uses GIMP and it comes out kind of pixelish like that.

I use all 3, and a combo of Ms paint and Paint.NET for lines.
