Shadow, by far. He's so ludicrously overpowered it's not even funny. Here's what's certain:
It's heavily implied that he killed both Eggman and Sonic in different fake endings in his own game, which, while fake, would still be an accurate representation of his canonical power. In that same game he also saved the world from total destruction while GUN, Eggman and a massive army of robots at his beck and call, probably countless other parties that I don't even remember/didn't make the camera/don't even canonically exist but logically would have to on a world like the Mobius/Earth of the Sonic 'verse/whatever, and even the rest of Sonic's circle failed in the true ending, and stomped the clearly uber-powered monster of a final boss and chaos controlled a city-sized comet into outer space only after entirely clearing it out or all but. He then destroyed the comet with the ARK laser, but I'm sure that was just because he was lazy and the ARK was perfectly capable of smashing it to bits even though he was as well, and in the process wiped out an entire alien ecosystem.
In '06, which, while basically retconned out of existence, is, again, still accurate representation of his power, he took those golden power restriction bands off and became far more powerful than even that, smashing countless clones of one half of a genuine deity effortlessly, this time without even going super. In stark contrast, both Sonic and the upstart hedgehog of that game, Silver, had a hell of a time defeating just one copy of the other half of the deity. Silver even lived with the hell it had made daily and couldn't do anything about it for a great while, or obviously he would've so that he could live a better life.
And the obligatory crackpot theory that actually seems plausible if you ask me:
Shadow is not an organism based upon Sonic; he's at least fifty and probably in his sixties, whereas Sonic is only 17(? He had a birthday in Generations, I think. I Know he was 16 in Heroes, and Shadow is at least 50 years old, plus however long he's been out of his capsule, and however long he was alive before being imprisoned there.) He's based upon a legend. And that legend is of super Sonic, or possibly even hyper Sonic through the use of the super emeralds, clearly foretold, plain as day, in the hidden palace in Sonic & Knuckles, obviously made in ancient times. And on top of being specifically designed to be that powerful normally, he can go super and/or remove his power inhibitors to become still more powerful. Depending upon whether the super emeralds are just retconned out of existence or the chaos emeralds have just been the super emeralds by another name since 3&K, he could go hyper on top of what's already seen and be even more powerful.
tl;dr: Shadow, at his full power, is like a very end of last series-level Dragonball character, whereas even the closest competitors are still somewhere in early Z power stages. The writers are terrible, likely don't usually remember this, and probably don't want to show it and solve the plot two minutes in even if they do, so he's inexplicably powered down to scale like he's a lion toying with bugs, mauling them and letting them think they have a chance against him until he gets bored, then killing them.
