Find a staff team willing to work on say graphics (e.g. sigs, avatars, fan characters), and any developments with any other type of media... if we have musicians, singers or writers?
You can also charge for entering TSC official contests, or charge rings to use a certain forum (I think setting automatic points on posting in particular forums to negative numbers, would DEDUCT points per post as oppose to adding)... I'm not sure xD

All in all, without the ability for users to transfer points to one another without admin help, I see little point in the points system (personally xP).
