It actually makes a lot more sense for Silver to have Chaos Control than anyone else, he's a time traveler, Shadow is just a guy they wanted to be really special by stacking him with every power they could think of.

Silver makes a lot more sense to use it than Sonic, that's for sure.
I think he can use it, but only very sparingly. For any other time, he's got ESP to perform his abilities, and that's more than enough.

Knuckles, Sliver and Blaze has a right to use Chaos Control. Maybe SEGA wanted to make Shadow overpowered.
