I try not to worry about something unless worrying would improve the situation, such as giving encouragement to do better in a scenario. Usually it doesn't, but I tend to manage well enough that it doesn't matter anyways.

Sonic always worked for me back before I got all those promotions and became the final boss of existence. The paperwork is just a formality, really, so information doesn't get lost in who-knows-where. The department of time doesn't really need as much paperwork as it does. I actually will cut it way down in the future, (From a linear temporal perspective, at least; from my perspective I've already cut it down.) but sadly I just couldn't cut the documenting requirements for the department of time down retroactively without causing time paradoxes.
Now the Continuum Department, those folks in control of all sorts of metaphysical and multiversal things, they need to have a lot of paperwork. I tell those Q bastards that it's mostly to make sure all those massive decisions are well-documented and easily reversible. But it's really mostly to keep them busy when there's nothing practical to do, so they don't make a bunch of stars go supernova with those damned guns ... again.
