That was the system before, but the thing is nobody could ever decide what threshold was where with it. Now it's a popularity contest, which is only slightly less moronic. Me, I say it should be written down somewhere, -- proverbially set in stone, if you will -- exactly where the line is and how to tell when someone's crossed that line between ordinary deeds and heroic ones. But then again, that's what was tried dozens of times over, and the admins, mods, et al. could never agree on anything there either, so it was just thrown back into the same loop of indecision over and over again.
