Some very bare-bones info that I've got worked out:

The Vartuc are the mightiest race in the galaxy. They are also the smartest, being almost perfectly tied with humans. They have the second-highest population, the highest population density, the most stars under their control, and the greatest technology and infrastructure. They inhabit a massive lifeless zone in the center of the galaxy, and live almost entirely on lifeless planets, as oxygen is toxic to them. The Vartuc consider themselves perfect and believe that the other races are best off dead, but they allow them to live. They originate from a very Earth-like planet (Save for the fact that it has no oxygen.) that orbits just a bit outside of the event horizon of the galactic core.

The Xlae are a race of pure-energy beings, the second smartest in the galaxy. (Roughly 68% of the average Vartuc/human intellect.) They have no need or desire for material possessions, and have no empire to call their own in the traditional sense, in that they have no weapons or advanced hierarchical systems. As they are pure energy, they are almost impossible to destroy, meaning they have no need for weapons or advanced hierarchical systems. They live all throughout the galaxy, among all space-faring races save for the Vartuc (The Vartuc know how to destroy them and make a sport of it.) and converse with themselves and other races. They are very religious. They can live anywhere, and nobody knows from where they came.

The Ceran are sort of like space-Russia: Miserably failed communist democracy, economy, infrastructure, and technology in the crapper, but lots of weapons, live in cold places, lots of space to call their own, low population density. They are the third-smartest race, with about 52% of the Vartuc/human intellect. They originate from a cold, flooded planet about 18 parsecs away from Earth. the Ceran are the classic tall, grey/green aliens. They abduct humans to keep them as pets.

The Mulji are a newborn, rapidly growing space race. They exchanged a seven million year contract of servitude toward the Vartuc for all of the Vartuc's technology. They are the stupidest race of all, with only 28% of the intellect of the average human or Vartuc. They are also very small and frail, living on low-gravity, hot planets.

A copypaste of the in-depth information developed so far:

    taxonomy:

    Domain: Eukarya
    Kingdom: Animalia
    Phylum: Chordata
    Class: Mammalia
    Order: Carnivora
    Family: Canidae
    Genus: Dosidae
    Species: Dosidae Vartucis

    history:

Approx. 2.1M B.M.: first species of Dosids, Dosidae Frodindae, or Frodin Vartuc, appears.
18,000 B.M.: Dosidae Nartucis, or Nartuc Vartuc, appears.
Approx. 12,000 B.M.: Most Dosidae Nartucis groups have begun farming by this point.
Approx. 11,800 B.M.: Basics of Nartuc culture established. Simple tools & weapons appear.
0 A.M.: Nartuc begin to dicover many uses for the element Mlydunjint (Uranium in human tongue, named after the gods Mly, god of strength, and Jint, god of wisdom. The names of both are also synonymous with their respective elements, and therefore the term mlydunjint literally translates to "strength and wisdom."), and Nartuc are mass-employed by all of the twelve governments that existed at the time to mine and process the massive amounts of it present on Ulcran, the Vartuc homeworld.
32 A.M.: The few children of the Mlydunjint miners & processers begin to reach maturity. Most are mutated in horrible ways and unable to procreate, but the few among those already few that can intermarry, being usually unable to marry nonaffected Nartuc, and tend to create offspring with jaw defects that allow for greatly increased brain growth, due to a recessive gene caused by radiative gene reorganization. The offspring are of a new species, Dosidae Vartucis.
178 A.M.: Due to their superior intelligence, the Vartuc later take over most political and corporate systems by this time.
184 A.M.: Seeing it as best for their race, the Vartuc, after much planning, unite the eight remaining nations into one, and call for in-depth research into genes in order to develop and distribute a gene-altering syrum to distribute to the Nartuc populace for the creation of an entire Vartuc race.
188 A.M.: The syrum is discovered, mass-produced, and distributed. The next generation is over 97% Vartuc
197 A.M.: Knowing that the jaw defect gene is recessive, the remaining three percent Nartuc is deemed a threat to the Vartuc race and, after fifteen months of debate as to whether or not exterminate them, extermination begins.
202 A.M.: Extermination of the Nartuc is complete.

An in depth history on The Grand Vartuc War:

Early in the life of the Vartuc space empire, the Vartuc encountered nine allied races that happened to form a large ring around the center of the galaxy, halting their colonization progress. The Vartuc and these races shared no common currency or language. The Vartuc population was rapidly increasing, and as there was no way to stoop it, the Vartuc saw it necessary to abduct several citizens of each empire so that they could learn the languages of and negotiate the purchase of land from the other races. Though this defied all rules of chance, the majority of the abducted were important politicians of the other empires, and the alliance saw the Vartuc abduction as a threat. A transmission was sent to the Vartuc, demanding that they return the important politicians to their rightful places, but as the Vartuc did not understand the language of the alliance, they did not know what was demanded of them by an alliance much mightier than they were. The alliance began to conquer Vartuc territory in a search for the politicians. The Vartuc seemed doomed to die. But hope came, in a high-power telescope that could see with incredible accuracy. The Vartuc began to build these telescopes all around the edge of their territory, to spy on the enemy empires. When enough information was gathered, the Vartuc, having recently deciphered the language of the enemy alliance, sent out a message to it. It translates as follows:

    "Dear enemy:

It has come to our attention that you wish to destroy us. We have discovered your weaknesses, and shall now exploit them to maximum effect in order to completely obliterate every trace of you. That is all. We hope that you have a nice next ten Vartuc years, as they will be your last."

The Vartuc first attacked the Brantecwa, a knowledgeable and well-informed race that strove for wisdom. The Vartuc observed that their weakness was disinformation. They brainwashed every politician, giving them orders to lie to their people, and make them hate the other members of the alliance. They did so. The Vartuc sent out another message, to the other members of the alliance, saying that they would return their politicians as well as bring destruction to the Brantecwa, who were then attacking the alliance, if they ceased their attack. They agreed. Within seven Vartuc months, the Brantecwa were annihilated. The Brantecwa, who did so love knowledge, were led to death by lies.

The Vartuc then attacked the Shaiuchen, a prosperous, somewhat greedy, and wealthy race that strove for profit. The Vartuc observed that their weakness was greed. They bribed every politician with the chance to live out a life far better than they could imagine on the Vartuc homeworld. They said they would give this gift, in exchange for them, too, to lead an attack on the alliance. The Shaiuchen nation used their incredible monetary might to mass-produce mighty ships, based on Forsurwa plans. They later began to attack the other members of the alliance. The alliance, with all its might, could not stop the Shaiuchen alone, and so they asked for the help of the Vartuc. They gladly obliged to do it without profit. With the fleet of the entire remaining alliance at their hands, and far superior military strategy, they destroyed every ship and planet of the Shaiuchen empire, and greatly reduced the numbers of the remainder of the alliances ships, as well. The Shaiuchen, who prized prosperity and wanted perfect lives, were driven by their greed in to having no lives. The Shaiuchen, politicians, who did so love the prospect of living a life on the Vartuc homeworld, were all tortured and murdered brutally by the other members of the alliance for their crimes.

The Vartuc then attacked the Malertan, a religious, somewhat zealous, and spiritual race that strove for enlightenment. The Vartuc observed that their weakness was zealotry. The Vartuc convinced them that the other races were foolish heretics for not being faithful, and must be destroyed. They, too, attacked the other members of the alliance. The alliance again asked for the help of the Vartuc. The Vartuc feigned having internal difficulties, in hopes that the Malertan would conquer the other races, but the Malertan were eventuallly destroyed. The Malertan, who desired enlightenment, were fooled into thinking that it could be achieved by forced conversion of others.

The Vartuc then attacked the Colaeychon, a nice and diplomatic race. The Vartuc observed that their weakness was self-righteousness. The Vartuc told them that the other remaining empire, the Forsurwa, were not worthy of life alongside them, and indeed, not worthy of life at all. This lead to a war between the Colaeychon, the militarily weakest empire of the alliance, and the Forsurwa, the militarily strongest. Needless to say, the Forsurwa won.

Finally, the Vartuc attacked the Forsurwa, a mighty, prideful, and stupid race. The Vartuc observed that their weakness was stupidity. The Vartuc killed every politician of the Forsurwa, resulting in anarchy. The last race of the alliance, the Forsurwa, collapsed in on itself due to anarchy. The Forsurwa, who were so mighty, died killed themselves with their own might. The Vartuc's victory was complete.

    population census & employment facts:

The entire Vartuc empire is a marvel of mechanical efficiency. Only 9.1% of the entire Vartuc race of approximately 1,107,605,100,000,000, living in 87,213 systems with an average system population of 12.7 billion, is employed consistently. 8.3% of the total Vartuc population is employed by the military, though all Vartuc have had enough training to be useful to every branch of the Vartuc military. 0.713% are mostly actors and actresses in the uncountable television shows on the equally difficult to number television channels, with approximately one eight being in other entertainment fields such as game design. The remainder is comprised mostly of business owners, CEOs, government officials and website designers. At the first of the year, all unemployed Vartuc receive a certain amount of credits to spend throughout the year, based upon a complex economic formula.

    Basic systems:

    Numbers:

The Vartuc have a base-12 numary system, based, like that of humans, upon the number of digits they have on their graspers. This eliminates many cases of repeating decimals.

    Measurement:

Shortly the first Nartuc skin cells were observed under a microscope, Griam Denask Lutenad Disranda, a famous Nartuc scientist, devised the current standard system measurement, much similar to the human metric, in that it is based upon powers of the number of digits that the Nartuc and Vartuc have. The basic unit of measurement is a lichton, which is the width of the average Nartuc skin cell, 62.7 micrometers. A decolichton is 12 lichtons, a trecolichton is 12 decolichtons, and so on.

    Language:

The Vartuc language has thirty seven characters.

This is a previous attempt at the RP:

The day had finally come. December twenty-first, two-thousand twelve, the day when man would make his first true steps into outer space. No more crawling and wriggling about like a baby, with the occasional travels to the moon. Through the incredible technological advancement spawned from the Stewart Conglomerate, man would finally go from his home star and set up shop in another. It was truly a great day.

The bold adventurers boarded the massive spacecraft. Many hours and many more dull, boring, but oh too necessary safety checks later, they were ready, and the craft began to float higher and higher in the air, until there was no air to go higher in. And then they knew, they were in space.

The pilot carefully planned his course to the asteroid belt, as he was instructed before takeoff. It was a few hours before the ship reached it. When the deed was done, a hail came in. It was answered under the assumption that Earth was sending it. The assumption was wrong.

"I greet you in the name of the Vartuc. This is an automated message, so please save questions for later. I would like to apologize for my poor speech in your native tongue. The Vartuc mouth has difficulty forming some of its sounds. Now that the formalities are out of the way, please allow me to explain what is going on.

Your planet is doomed to die today. A few of your human years ago, we tested the power of our various weapons on the nearby star of Proxima Centauri. The result was the release of a gamma ray burst, aimed directly at your home planet of Earth. We apologize for this error, which is fatal to the entirety of your home planet. We have studied your race, like many others, and unlike many others, we find it of interest. This is why we have saved you with the vessel you now command. You were not uplifted and brought to us sooner only because we prefer to let the natural order take place. We contacted your William Stewart, of the Stewart Conglomerate, and bestowed upon him the technology and resources to build this vessel.

You share the jaw mutation that our race has, giving you your greatly increased mental capacity, which rivals our own. The majority of races have roughly one third the intelligence of yours and ours, with the nearest known challenger having roughly 68 percent, which is below your line of retardation by two points.

We have activated various systems of your vessel. It will now begin flight to the edge of Vartuc territory so that we may train you. This travel will, due to your warp drive, take no more than two days. While you wait, we ask that you enter the scan bay, though the last door on the left of hall 3, which has now opened, so that we may collect your genetic code and mentally stored information."

    Ranks:
Pilot: This person pilots the ship.
Food & Oxygen production Manager: This person controls the machines that run the artificial environment in the ship, which supplies air and food to the humans within, and also the machines that produce the food.
Special guest: This is William Stewart's grandchild, who is on the ship mainly because William Stewart negotiated with the Vartuc to allow something with a portion of his DNA onto the ship.
Vartuc Enforcer: This Vartuc was put on the ship to ensure that the humans comply with Vartuc orders.
Doctor: This is a medical official who sees the colonists when they are ill or have something broken.
Computer: The ship's computer is sentient, and has the mind of a former Vartuc overlord stored in it.
Colonist: These are lowly colonists. Their skills vary. They were intended to just sit back and relax for the ride, but the Vartuc are putting them to work in various ways.

If fewer people join than there are ranks other than colonist, or if someone with a rank other than colonist leaves, then the other important ranks will be community-controlled, at least until the lost ranks are claimed or reclaimed.

    Character sheet:
    Name: Your character's name.
Rank: Your rank. Only one of the ones listed above, please. Also, if somebody else already has a rank, you can't use it, unless it's colonist.
Age: You know what it is.
    Gender: This too.
Appearance: Be realistic, please. You know what people look like.
Bio: You know what all of this is. I'm just putting a description beside it out of asininity.
